We are seeking a highly motivated, driven, agile and enthusiastic procurement professional to join us as Senior Manager of Supply Chain – Site Procurement Lead TCF03. This opportunity will report to the Associate Director of Supply Chain and be based in Kite’s state-of-the-art El Segundo, CA Commercial Manufacturing Facility (internally known as TCF03).

 

Within this exciting role, the Site Procurement Lead is responsible for procurement activities for the site including managing all stakeholders working with third parties. Supporting departments such as IT, F&E, Quality, Process Development, Supply Chain, and Manufacturing with end to end source to settle processes, the Site Procurement Lead will work to understand each of their procurement needs and partner with BSO (Business Strategy & Operations) in support of the site project portfolio (CapEx & OpEx). Leading or supporting the site with low/medium risk & dollar threshold competitive bids and contracting, the Incumbent will lead or support local supplier engagements.  Internally known as a Senior Manager of Supply Chain, the Procurement Site Lead will also work closely with centralized functions or Global/HQ/Regional such as Legal, Procurement, and Accounts Payables. Further, he/she will act as a single point of contact locally reducing the complexities of working with multiple sourcing counterparts such as global Category Leads while ensuring adherence to policies and procedures as well as providing training and educational support. 

 

The Site Procurement Lead you will travel 10-20% to suppliers supplying TCF03 as needed. Initially, this opportunity will start off as an individual contributor with possibly 1-2 contractors to be hired and guide the business users involved in any third party activities. Further need for growth will be identified & driven by the Site Procurement Lead.

 

Responsibilities of the Senior Manager of Supply Chain – Site Procurement Lead include:

  • Understands key stakeholder sourcing needs and act as a trusted business partner with regular engagement locally as well as with global stakeholders

  • Ensures preferred suppliers, sourcing procedures and strategies for Indirect and Direct categories (goods/materials and services) are implemented as defined by Global Category Leads

  • Negotiates contracts (WO/SOW/MSA/etc.) to support business needs

  • Leads local RFx’s (RFP’s, RFQ’s, RFI’s) or support globally led RFX’s depending on thresholds

  • Supports coordination of SAP release cutover activities related to the PTP process for the site

  • Establishes and fosters effective relationships with key suppliers locally while tracking supplier performance through scorecards focusing on quality, customer service and cost

  • Arranges periodic supplier engagements and drive performance improvement and relationship building at site level

  • Supports internal risk assessments and mitigation plans; escalates business risks to proper level of management

  • Assists Quality units in supplier investigations, complaints, change control and follow up on implementation of corrective actions with suppliers

  • Provides input into metrics / KPIs while leading annual standard cost efforts

  • Leads savings portfolio management resulting in a local pipeline that feeds into Global goal in collaboration with the local OE team

  • Advances local capabilities to process purchase requisitions compliantly by ensuring sufficient level of training locally and customer support by Procurement

  • Provides training/education on Sourcing & Procurement procedures, policies and guidelines

  • Builds a team to manage site internal customer calls and emails on purchasing inquiries and issue resolution (e.g. open orders, back orders, rejections, cancellations etc.)

  • Works with Accounts Payable, Receiving and vendors in the resolution of discrepancies between purchase order, receipt and invoice payment

  • Implements sourcing and procurement business process improvements and independently analyzes performance and issues related to Purchasing process and systems

 

Basic Qualifications:

 

PhD

OR

MS / MA Degree with 6+ years of Supply Chain and/or Procurement and/or Project Management and/or Operations Management experience

OR

BS / BA Degree with 8+ years of Supply Chain and/or Procurement and/or Project Management and/or Operations Management experience

OR

High School Degree with 12+ years of Supply Chain and/or Procurement and/or Project Management and/or Operations Management experience

 

Preferred Qualifications:

  • Experience in cross functional team leadership; ideally with 2+ years in a managerial role

  • 3+ years working in a cGMP manufacturing plant (preferably Pharma / Biotech / Life Sciences)

  • 3+ years with procurement processes such as RFx’s, contracting, supplier management of external services and/or goods for the pharmaceutical/biotech industry

  • 1+ year in purchase requisitioning to invoice payment processes

  • Demonstrated experience in influencing stakeholders and driving results

  • Experience and working knowledge in e-procurement and B2B operations

  • Proficient in MS Word, Excel, Power Point, Oracle EBS, SAP and other applications

  • Knowledge of SOX compliance requirements

  • Proficient in Procurement systems and knowledge of Procure to Pay processes

  • Experience in agile manufacturing operations environments

  • Comfortable in a fast-paced expanding company environment and able to adjust priorities based on changing workload
