What You Will Do
This position will be filled at either the Program Manager 1 or 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Program Manager 1 $85,400 - $139,600

The Weapon Systems Engineering Division is seeking candidates for the position of Program Manager. The Weapons Systems Engineering Division is responsible for providing the system engineering and program management necessary to sustain the safety, reliability, and security of the Los Alamos National Laboratory's assets in the active United States nuclear stockpile - the B61, W76, W78 and W88. As a Program Manager you will be responsible for documenting, tracking, and ensuring that program deliverables are being completed on schedule. This will involve creating work packages, developing budget allocations, and preparing reports. This role requires working with technical personnel to define the scope, schedule, and budget and ensuring required activities are executed and tracked appropriately (e.g., development project local and integrated schedules, ALDW integrated schedule).

Program Manager 2 $103,500 - $172,800

In addition to what was outlined at the lower level, at this level you will provide leadership, vision, strategic, tactical planning and execution for assigned programs/tracks. You will assist in defining work scope, schedules, budgets, and funding for program work, priorities, and performance milestones. You will also negotiate, authorize, and direct the use of resources to meet work scope, schedules, budgets, and Laboratory goals and provide direction to direct and/or deployed staff in the planning, tracking, and execution of program plans for your assigned component(s) scope. You will ensure integration with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives. With minimal direction from the Principal Program Manager and/or Deputy Program Manager, you will manage the interface with program, project, and line management to ensure performance, monitor and track cost, schedule, and progress against milestones.

Entry-Level knowledge of and experience in program management of technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.

Project Control & Scheduling:

Ability to manage cost and schedule commitments for projects or programs. Entry-Level knowledge and demonstrated ability in applying project controls principles, including cost and performance reporting, variance analysis and use of cost and schedule tools.

Communication & Teamwork

Experience interacting effectively with personnel at all levels, building trust, gaining consensus, and resolving conflict. Ability to support cross-organization teams to ensure complex technologies or products are delivered within budget and on schedule. Ability to successfully support multiple teams or projects simultaneously. Excellent oral and written communication and presentation skills. Excellent customer service skills, friendly and positive communicator, and empathetic customer relator. Ability to evaluate a problem and generate ways to overcome the problem.

Additional Job Requirements for Program Manager 2:

In addition to the requirements outlined above, qualification at the higher level requires:

Program Management: Working knowledge of and experience in program management of technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.

Leadership: Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools.

Technical Experience: Demonstrated knowledge of in implementing procedures, policies, guides or other formal documents used to demonstrate compliance with project control standards. Working experience on technical projects including documentation, reporting, presentations, etc. Working knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).

Collaboration: Experience in interacting effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts. Experience in developing and nurturing effective customer relationships.

Training/Certifications: Education: Master of Business Administration strongly preferred. Project Management Professional (PMP) is desired.

Education/Experience at Level 1:

Position requires a Bachelor's Degree from an accredited institution and 2 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience at Level 2:

Position requires a Bachelor's Degree from an accredited institution and 5 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.

Desired Qualifications:

  • Knowledge of LANL financial policies and principles including forecasting and resource loading.
  • Familiarity with scheduling tools, such as P6.
  • Experience working with the Weapons Engineering and Weapons Physics organizations at LANL.
  • Entry-Level knowledge of nuclear weapons, NNSA facilities, or DoD customers that support the U.S. stockpile.
  • Work experience with IT operations or projects.
  • Demonstrated experience with a variety of written correspondence, reports, procedures, directives and DPBPS requirements.
  • Entry-Level knowledge in estimating project costs. Project Management experience familiar with managing mid-size to moderately complex projects in the areas of scope management, budget and schedule. Demonstrated experience in working/coordinating information technology (IT) and operations projects.
  • Experience with Agile project management methodology and tools.
  • Active DOE "Q" or other Top Secret clearance; or the ability to obtain an active Q-Clearance


Location: This position will be located in Los Alamos, NM.

Clearance: Q(Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
