What You Will Do



The Construction Management (CM) team provides self-performed and subcontracted services in construction, environmental, and programmatic works to empower the scientific and nuclear operations mission of the laboratory. Specifically, the Subcontract Project Management Technical Representative (SPMTR) manages and ensures the timely completion of discrete subcontracted technical or operational construction projects; establishes technical requirements for the project; defines project deliverables, budgets, and schedules; and oversees the subcontract project team in the planning, tracking, and execution of the project to completion. This includes development of Request For Proposal (RFP), Technical Bid Evaluation, Pre-Award, Pre-Construction, Readiness Development and confirmation of ability to issue Notice to Proceed for the subcontracted projects.

As primary interface between the Subcontractor and Los Alamos National Laboratory (LANL) regarding technical issues and compliance to safety, quality, security, and Statement of Work requirements, the SPMTR role is to enable and ensure Subcontractor success through the timely completion of discrete construction Subcontracts based on Statements of Work and/or work packages. The SPMTR leads the effort to resolve interface conflicts between the Subcontractor, the Integrated Project Team and facility requirements in order to enable successful subcontract execution.

SPMTRs must possess a willingness and ability to work flexible schedules. Work assignments may require evening, night shift and shifts outside the normal workday of 7:00 AM-5:30 PM for substantial and indefinite periods.

Minimum Job Requirements:



Technical Leadership

Demonstrated leadership and management skills organizing and directing a team of workers; including subcontract management, schedule performance, cost adherence, resource allocation and compliance to safety, quality and security requirements.

Technical Excellence

Experience in the formation and administration of work packages and subcontracts that define bidder pre-qualification, development of requests for proposals, definition of subcontract scope, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of subcontractors, change order management and evaluation, back charge procedures, resolution of claims and disputes, commissioning, testing, close-out, and other such related steps.

Ability to identify work hazards and working knowledge of safety practices, operating configuration, and lock-out/tag-out policies and procedures. Demonstrated ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics.

Personal Leadership

Able to serve as a broker between the project manager, customers, facility operators and the subcontractor to ensure effective and efficient execution of moderately large and/or complex subcontracts. Provide personal leadership, direction and technical advice regarding health, safety and environmental compliance. Ability and skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting the execution of the project.

Communication

Excellent interpersonal, oral, and written communication skills that includes experience interacting with all levels of Integrated Project Team members and external agencies. Ability to produce a variety of reports to ensure schedule, cost and other key performance indicators are being met. Demonstrated ability to promote an open communication environment to develop mutual trust and teamwork.

Desired Skills:

  • Experience in one or more construction related oversight disciplines, including Field Engineering, Superintendent, Construction Management, Project Management, Waste Management, Safety, Quality, and/or Procurement as related to Subcontracted Construction Execution through multiple phases of Construction Projects from Preconstruction through Closeout.
  • Understanding and familiarity with Standard Work Process Procedures at LANL, DOE Complex facilities, or other full time 24/7 multi-system operational facilities such as oil refineries, chemical plants, pharmaceutical facilities, and hospitals. Work Process Procedures include, but are not limited to, outages, permitting, testing & inspections.
  • Experience with NQA-1 compliant subcontract execution.


Experience with system and or component functional testing and acceptance through commissioning, or similar processes.

Education

Position requires a Bachelor's Degree in an Engineering, Construction, Contracts Law, Environmental Sciences, or related discipline from an accredited institution and 5 years directly related experience in engineering/construction field engaged in some fashion with subcontracted execution, applicable government or commercial regulations and practices; or an equivalent combination of education and experience directly related to the occupation to include specialized courses in contract management.

Physical Requirements:

Walking, climbing stairs, ladders and scaffolding, use of safety apparatus such as fall protection devices, kneeling, balancing and working outdoors.

Location: This position will be located in Los Alamos, NM.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
