What You Will Do
Join the Waste Management (WM) Division to provide leadership in waste management and environmental programs. Manage waste management risk in support of the Laboratory's mission.
As a Program Manager, you will be a technical lead and overall manager for a portion of the overall scope within WM Division. Potential portfolio components include leading an effort to identify a long-term waste storage strategy, ensuring that the Waste Management Training Program Plan is up to date, issuing revisions to the Enduring Mission Waste Management Plan, and tracking waste management assessments and metrics. The program manager brokers with external DOE NNSA and EM customers and Laboratory management to determine what work will be done to meet the customers' needs, general timeframes, and funding requirements. You will develop working relationships that span existing internal and external institutional missions and extend into new opportunities as policies, missions, and opportunities evolve.
As a Program Manager, you will serve as the primary interface for both customers and environmental regulators. A strong background in presenting to and negotiating with senior managers, external clients, and regulators is essential. The Program Manager will lead the Laboratory's efforts in several key areas including but not limited to the following:
• Managing the Division's Training Program Plan and interfacing with the Laboratory's training organization to ensure that the courses that are offered meet WM requirements;
• Developing an acquisition strategy for additional waste management infrastructure needs (using the process defined under DOE Order 413.3B);
• Maintaining the WM Risk Register, and
• Updating current program documents such as the Enduring Mission Waste Management Plan as necessary.
What You Need
Minimum Job Requirements:
Program Management: Demonstrated experience leading projects, including coordinating activities of other personnel and determining objectives and the methods/procedures needed to achieve deliverables. Demonstrated success in developing project activities, goals and objectives for environmental management programs. Expert ability to develop communication presentation of program plans and progress reports for senior management and DOE clients. Demonstrated ability to manage multiple tasks, often with competing deadlines.
Portfolio Management: Advanced knowledge of the technical discipline of the assigned portfolio(s).
Data Visualization/Communication: Demonstrated expertise assessing and visualizing data to prepare clear, concise reports in support of briefings and reviews with Laboratory senior management, associate laboratory directors, and external stakeholders. Consultative experience in developing and nurturing effective high-level external and internal customer relationships.
Collaboration: Successfully demonstrated experience in developing and nurturing effective internal and external customer relationships. Ability to promote an open and informal communication environment, to develop mutual trust and teamwork.
Communication: Excellent oral and written communication and presentation skills.
Education/Experience: Master's degree in science or engineering and 12 years of related experience; or equivalent combination of education and relevant experience.
Familiarity with LANL operations including providing environmental and waste management support to the Laboratory's mission.
Experience working with federal customers, or representatives, at headquarters or field office level in a strategic manner to maximize satisfaction. Experience working on integrated project teams to deliver Environmental support and services. Experience building strong customer relationships and effectively communicating stakeholder voices.
Clearance: Active DOE Q Clearance desired.
Location: This position will be located in Los Alamos, NM.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
