Capture Manager-Concentric by Ginkgo

In response to the global COVID-19 pandemic, we have launched a new service: Concentric by Ginkgo. We firmly believe that testing is an essential requirement to re-open the economy as quickly and safely as possible. Concentric is the largest provider of K-12 COVID-19 testing. We currently run state-level K-12 testing programs in more than 10 states and some of the nation’s largest school districts. To date, Concentric has sequenced more than 10,000 samples from a variety of sample types, in support of public health.
We are seeking a motivated Capture Manager to join our growing team as we design the future of biosecurity. Specifically, you bring subject matter expertise in Capture and Proposal Management to help lead Concentric’s growth in this domain for COVID-19 and beyond. Your responsibilities will include leading cross-functional teams to develop and implement capture strategies for a portfolio of assigned opportunities - from initial identification through proposal submission and contract negotiation. As the Capture Manager, you are a cross-functional team player, committed to creating high performing deal teams to win assigned opportunities, while maintaining a positive, collaborative environment.
Please note: This is a remote role, however periodic travel to our Boston office is expected at least once per quarter.
*Lead deal teams to develop and execute capture strategies for assigned opportunities
*Support opportunity qualification in conjunction with the Business Development team and other internal stakeholders
*Drive opportunity shaping activities in conjunction with the Business Development team and other contributing stakeholders to enhance win probability
*Drive win theme development, solution development, competitive assessments, teaming strategies, pricing strategy recommendations, call plans, action plans, and execution plans for assigned opportunities in conjunction with the deal team
*Support Business Development to foster and maintain high quality relationships with customers and partners for assigned opportunities
*Facilitate and/or lead proposal management activities to support the RFx/BAA response- ensuring win themes, discriminators, and value proposition are clearly evident throughout the response, while ensuring compliance with RFx/BAA requirements and compliance with internal processes
*Write and edit specific proposal volumes as required
*Lead and/or support gate reviews and proposal phase reviews
*Support contract negotiation activity
*Support transition from contract negotiation into project execution
*Support internal process improvement initiatives and BD Repository development and maintenance activities
*BA or equivalent with 5 - 7 years of experience
*Understanding of the full capture and proposal life-cycle
*Demonstrated experience leading large captures for complex, high impact Federal and/or State/Local opportunities
*Excellent people management skills, attention to detail, and ability to be persistent while maintaining tact and team morale in a matrixed environment
Preferred Capabilities and Experience
*Experience in Federal and/or State & Local biosecurity or related field
*Excellent supervisory, written and oral communication, and organizational skills and ability to manage multiple simultaneous capture and proposal efforts
*Knowledge of acquisition-relevant sections of the following: Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), 10 U.S.C § 2358, Department of Defense (DoD) Grants and Agreements Regulations (DoDGARs), 10 U.S.C. § 2371, and other federal acquisition policies, processes, procedures, and contracting laws
